The Council COVID-19 Response Committee leadership met virtually on March 29, 2022 and considered the continuing impact of COVID on our local area. The Committee, after reviewing all available information, has decided to issue the following statement relative to the current situation.

  1. Effective immediately the requirement for all participants in Council or District events will still be required to complete and sign the Council Pre-Event Medical Screening and Hold Harmless Agreement is rescinded.
  2. Additionally, the Committee recommended that the Council adopt the following policy concerning the current and future pandemic situations.

Response Matrix: The below tool drives the protocols and mitigation strategies to deploy when each threshold is met. This includes both escalation and de-escalation methods.

Update # 18

The Council COVID-19 Response Committee leadership met virtually on January 10, 2022, and considered the continuing impact of the Omicron variant in our local area. The leadership, after reviewing all available information, has decided to issue the following statement relative to the current situation.

It is STRONGLY RECOMMENDED that all attendees at Council/District events mask voluntarily when indoors.

Additionally, the following existing policies remain in effect:

  1. All participants In Council or District events will still be required to complete and sign the Council Pre-Event Medical Screening and Hold Harmless Agreement. There is no need to take and record temperatures while entering a Council and District event and/or property.
  2. That all individuals who intend to participate in a Council or District event who think or know they have had COVID-19 and had symptoms not participate in that event
    1. Until 5 days since symptoms first appeared, and
    2. Until 24 hours with no fever without the use of fever-reducing medications, and
    3. Other symptoms of COVID-19 are improving*

*Loss of taste and smell may persist for weeks or months after recovery and need not delay the end of isolation.

The Committee understands that our policies may conflict with those of other organizations-both governmental and non-governmental.  This variance was seriously considered; however, safety concerns were deemed paramount.  The Committee continues to monitor the current situation daily and will reconsider existing guidelines as necessary.  Until then it is important to note our Roadmap forward remains fluid and subject to change dependent upon exigent circumstances.  As always, we will provide updates as they occur.

Update # 17

The current daily case count in Florida is now exceeding the highest level of the Delta Surge by several thousand. With this new information, the following guideline is in effect immediately for Winter Camp and NYLT:

Properly worn face masks are now required by all participants and staff while indoors, regardless of vaccination status . 

All of the other mitigation protocols from the previous updates will remain in effect.

The Committee understands that our policies may conflict with those of other organizations-both governmental and non-governmental.  This variance was seriously considered; however, safety concerns were deemed paramount.  The Committee continues to monitor the current situation daily and will reconsider existing guidelines as necessary.  Until then it is important to note our Roadmap forward remains fluid and subject to change dependent upon exigent circumstances.  As always, we will provide updates as they occur.

Update # 16

The Council COVID-19 Response Committee leadership has virtually consulted over the past several days considering the impact of the Omicron variant in our local area. The leadership, after reviewing all available information, has decided to issue the following statement relative to the current situation.

We are aware that the Omicron strain poses an increased risk to individuals participating in upcoming Council events; specifically, Winter Camp (27-30 December) and National Youth Leadership Training (NYLT) (26-31 December 2021). 

Given this we are recommending the following for all participants:

  1. It is STRONGLY RECOMMENDED that all staff and attendees mask voluntarily.
  2. Winter Camp and NYLT leadership are being strongly urged to conduct events outdoors to the maximum extent possible.
  3. Winter Camp and NYLT leadership are being strongly advised to make necessary indoor modifications to provide enhanced facility and individual hygiene and to promote increased social distancing.

Additionally, the following existing policies remain in effect:

  1. Mandatory masking for Council and District Cub Scout and Webelos events. (This is in recognition of the fact that children 5-11 years old have had a limited window to complete COVID-19 vaccination)
  2. All participants In Council or District events will still be required to complete and sign the Council Pre-Event Medical Screening and Hold Harmless Agreement. There is no need to take and record temperatures while entering a Council and District event and/or property.
  3. That all individuals who intend to participate in a Council or District event who think or know they have had COVID-19 and had symptoms not participate in that event
    1. Until 10 days since symptoms first appeared, and
    2. Until 24 hours with no fever without the use of fever-reducing medications, and
    3. Other symptoms of COVID-19 are improving*

Update # 15

The Council COVID-19 Response Committee met virtually again on November 18,  2021. The Committee, after reviewing all available information decided to make the following changes to the existing protocols described below.

  1. Effective December 1, 2021 mandatory indoor masking will be suspended for all Council or District adult, Scouts BSA, Venturing, and Sea Scout activities. Mandatory masking will remain in effect for all participants in Council and District Cub Scout and Webelos events.
  2. Recognizing that children 5-11 years old have had a limited window to complete COVID-19 vaccination at this time, mandatory masking will remain in effect for all participants in Council and District Cub Scout and Webelos events.

As a reminder, these are the current policies:

  1. Indoor masking remains mandatory for all Council and District events.
  2. It is strongly recommended that all upcoming Council and Districts events be conducted outdoors to the maximum extent possible.
  3. That all individuals who intend to participate in a Council or District event who think or know they have had COVID-19 and had symptoms not participate in that event

Update # 13

The Council COVID-19 Response Committee met virtually again on July 21, 2021. This meeting specifically discussed the COVID outbreak that occurred at the Council’s National Youth Leadership Training (NYLT) course at Flaming Arrow Scout Reservation last week.

To date it appears that the impacted Scouts and Scouters are not seriously ill.  Council medical protocols and reporting procedures functioned properly and all individuals potentially exposed have been notified. As a reminder, if you believe you have been exposed to COVID-19 at a Scouting event you are asked to report that exposure to the GTBAC council office. Given these facts the Committee has decided the following:

  1. Indoor masking remains mandatory for all Council and District events.
  2. It is strongly recommended that all upcoming Council and Districts events be conducted outdoors to the maximum extent possible.
  3. Any individual who intends to participate in a Council or District event who believes or knows they have COVID-19 and/or symptoms may not participate in that event:
    1. Until 10 days since symptoms first appeared, and
    2. Until 24 hours with no fever without the use of fever-reducing medications, and
    3. Other symptoms of COVID-19 are improving*

The Committee understands that this current policy may conflict with those of other organizations, both governmental and non-governmental.  This variance was seriously considered, however, our comprehensive concern remains the health and safety of our members.

Update # 12

The Council COVID-19 Response Committee met virtually again on May 12, 2021 to review the status within the Council and to make necessary adjustments to the Council’s posture during this continued pandemic. Existing infection trends across the Council’s counties and national, state, and regional lessons learned were considered.  We remain convinced that our prudent way forward best serves our Scouts, Leaders, and their families.  Thanks to the diligent efforts of all participants, we are continuing to offer safe program opportunities for the youth of the Greater Tampa Bay Area.

The Committee believes that the current science supports adjustments in our way forward.

Effective upon release of this document the following adjustments will be made to our protocols:

  1. The requirement to wear masks outdoors at Council and District Scouting events is suspended.  The Committee strongly encourages continued voluntary masking.  Indoor masking is still required. 
  2. Council tenting policies are changed as follows:
    1. Two individuals can now sleep in Council Canvas tents. They should sleep head to toe.
    2. Unit and/or individually owned tents used on Council properties can be used at 50% capacity (i.e., two persons in a four-person tent or four people in an eight-person tent, etc.) and should sleep head to toe.
    3. Four individuals can now sleep in Council Adirondacks. Care should be taken to ensure sufficient distancing is utilized in the Adirondacks.

The Committee also approved the following future changes to Council policy, subject to the conditions where stated:

  1. Effective June 10, 2021:
    1. Dining Hall capacity will be changed to full capacity.
    2. The requirement for using disposable trays and flatware will be suspended. Use of non-disposable trays, plates, cups, glasses, and flatware will be authorized.  Indoor masking when not eating at a table will still be required.
    3. Cohort sanitation practices will be implemented in certain program areas such as climbing and COPE.
  2. Effective July 11, 2021
    1. The requirement to wear masks indoors at Council and District events will be suspended. This suspension will only occur if a 50% vaccination rate is achieved collectively in Hillsborough, Pasco, and Pinellas Counties and current positive COVID metrics are sustained.
    2. If implemented the Committee will still strongly encourage voluntary masking.
    3. All Tent/Adirondack camping restrictions will be removed.

The Committee also wishes to reiterate the following:

  1. The requirement to take and record temperatures was suspended for all Council and District events in Update # 11 released in March. There appears to be some confusion about this change.
  2. The requirement to execute signed waivers remains in effect.
  3. Chartered Organizations have the right to impose more stringent requirements on their units for participation in Council and District events and during meetings in or at the Chartering Organization’s facilities or properties.

The requirement to take and record temperatures will be suspended for all outside Council and District events.  All other protocols remain in effect.

Effective upon release of this document the following changes to the Council Roadmap will take effect:

  • The BSA Pre-Event Medical Screening Checklist will be modified as follows:
    1. The first question is changed to read: Has the participant been in contact with anyone who has COVID-19 in the last 5 days?
  • Camp Dining Facilities (less the kitchens) will be opened for unit use. All Council COVID Mitigation Procedures must be followed. The following capacity rules must be followed:
    1. Camp Soule (Ed Schatzman Training Center): 120 persons
    2. Flaming Arrow Scout Reservation (Wood Hall): 200 persons
    3. Sand Hill Scout Reservation (Dining Hall): 250 persons

The Council COVID-19 Response Committee met virtually again on November 20, 2020 to review the current situation within the Council and to make necessary adjustments to the Council’s posture during this continued pandemic. The Committee believes that the current science requires adjustments in our way forward.

Effective December 14, 2020, the following changes to the Council Roadmap will take effect:

  • The BSA Pre-Event Medical Screening Checklist will be modified as follows:
    1. A link to the definition of Close Contact is provided on the form.
    2. The first question is changed to read: Has the participant been in contact with anyone who has COVID-19 in the last 48 hours?
    3. The questions concerning participant symptoms have been modified to extend the time period from the last 24 hours to the last 5 days?
  • Council and District program/activity directors will be required to conduct a Safety Moment to all participants as soon as they are assembled at the event. Event/program scheduling may require this moment to be conducted more than once during event/program.
  • The Safety Moment will be published on the Council website.

Update # 8

The Council COVID-19 Response Committee met virtually again on October 7, 2020. The Committee reiterates that Florida’s move into Phase 3 of its Reopening Plan does not, impact the Council’s COVID-19 Roadmap.  We remain convinced that our prudent way forward best serves our Scouts, Leaders, and their families.  Thanks to the diligent efforts of all participants we continue to offer safe program opportunities for the youth of the Greater Tampa Bay Area.  The results of your conscientiousness, coupled with consideration of local disease trends, has created the circumstances under which the Committee is modifying the Council guidelines.

Effective October 12, 2020, the following changes to the Council Roadmap will take effect:

  1. The requirement for taking and recording SpO2 measurements upon entry to Council and District camps/programs/activities will be eliminated.
  2. Council and District program/activity directors can increase the maximum size of participant cohorts from 32 to 48 individuals.
  3. Council and District program/activity directors will be authorized to record temperature information on Pre-event medical screening forms and will not be required to complete separate participant log sheets.
  4. The Council website and appropriate forms will be updated to reflect these changes.

The Committee continues to monitor the current situation daily and will reconsider existing guidelines at its November 20, 2020, meeting.  Until then it is important to note our Roadmap forward remains fluid and subject to change dependent upon exigent circumstances.  As always, we will provide updates as they occur.  Four items still require emphasis:

  1. Any updates will be published on the Council’s official website and on its social media pages by Council personnel—individual postings by non-Council officials have no standing and will be removed by Council administrators.
  2. The Council Reporting Process which ensures all concerned are notified if a Scout/Scouter/Family member becomes ill during or after and event/meeting or if a Scout/Scouter/Family member may have become exposed during an event/meeting is
  3. Council and District event attendees, including participants and staff, are required to comply with the Council’s current COVID protocols. Failure to do so will result in removal from Council properties and/or events and forfeiture of event registration fees.
  4. If you are sick or if you are waiting for the results of a COVID test, please do not attend an event.

The governor’s recent announcement that Florida will move into Phase 3 of its Reopening Plan does not, at the current time, impact the Council’s COVID-19 Roadmap.  We remain convinced that our prudent way forward best serves our Scouts, Leaders, and their families.  Thanks to the diligent efforts of all participants we continue to offer safe program opportunities for the youth of the Greater Tampa Bay Area.

Update # 6

The Council COVID-19 Response Committee met virtually again on August 31, 2020, and reviewed the current situation facing program resumption within the Greater Tampa Bay Area Council.  The Committee is pleased to report that the Council’s measured response to program resumption has been positive to date.  Several events have been successfully accomplished under the Council guidelines.  These include, but are not limited to, Uh-To-Yeh-Hut-Tee Lodge’s Bull Weekend/Banquet (17-18 Jul), the National Youth Leadership Training (20-25 Jul), various District Day Camps (late Jul/early Aug), the Council Recognition Dinner (1 Aug), and the Council Commissioners Conference (22 Aug).  Thanks to the vigilance of the participants and staff we have not had any reported cases at or resulting from our Scouting events.

The success of these and other events is encouraging and as a result the Committee approved Council and District events scheduled for September and October under the current guidelines.  No changes to the guidelines were implemented since the Committee determined it wise not to do so until more school opening data becomes available.

Our Roadmap forward remains fluid and subject to change dependent upon exigent circumstances.  As always, we will provide updates as they occur.  Four reminders need to be emphasized:

Update # 5

The Council committee on program resumption met again virtually on Sunday (June 28, 2020).  Upon review of existing federal, state, local, and Boy Scouts of America guidance the committee decided that the Roadmap to Program Resumption published on the Greater Tampa Bay Area website, remains the most viable approach towards ensuring that program resumption is done in a SAFE, SMART, STEP-BY-STEP manner protecting our Scouts, Scouting families, Scout Leaders, and Scouting volunteer and professional staffs. The committee is closely monitoring all data available and will meet again on Monday, July 27, 2020, to determine if any modifications to program resumption are necessary.

The committee determined that the current situation within the State of Florida and our Council area necessitated the following changes to the Roadmap:

  1.  Reduction in the cohort size for the Splash-O-Ree to 36 people from the originally recommended size of 50 individuals.
  2. Allowing the opening of Shooting Sports for District/Council Events provided detailed equipment cleaning protocols are followed together with proper social distancing procedures.
  3. Allowing the opening of Climbing for District/Council Events provided detailed equipment cleaning protocols are followed together with proper social distancing procedures and reduced participant counts.
  4. A Self-Reporting Process was implemented to ensure all concerned are notified if a participant becomes ill during or after an event/meeting.
  5. The committee approved changes to the current camp/activity participation documents reducing the length of these important documents.

This Roadmap remains extremely fluid and subject to constant changing dependent upon exigent circumstances. We will provide updates as they occur.  These updates will be published on the Council’s official website and on its social media pages by Council personnel—individual postings by other individuals have no official status and will be immediately removed by Council administrators.

The Council committee on program resumption met again virtually on Wednesday (June 17, 2020). These updates will be published on the Council’s official website and on its social media pages by Council personnel—individual postings by other individuals have no official status and will be immediately removed by Council administrators.

Update # 3

The Council committee on program resumption met again virtually on Friday (May 29, 2020).  Upon review of existing federal, state, local, and Boy Scouts of America guidance the committee decided that the Roadmap to Program Resumption published on May 4, 2020, remains the most viable approach towards ensuring that program resumption is done in a SAFE, SMART, STEP-BY-STEP manner protecting our Scouts, Scouting families, Scout Leaders, and Scouting volunteer and professional staffs. The committee also recommended to senior Council leadership that the roadmap as modified below be adopted based upon the fact that it represents a concerted effort to adhere to requirements outlined by the Governor’s Plan for Florida’s Recovery

 

STAGE 1: (The entire month of May 2020): The committee recommends that Stage 1 be considered complete and that the Council moves into Stages 2 and 3.

STAGE 2: (The entire month of June 2020)

  1. Camps will reopen for unit activities and/or camping.  All activities/camping will be subject to governmental mandates and Council policies outlined here.
  2. Leaders of activities scheduled for July and beyond will be authorized to conduct required staff developments at Council properties provided that governmental mandates and Council policies are followed.
  3. Units may, with the concurrence of their Chartering Organizations, conduct in-person gatherings provided that the Governor’s mandates are followed.

STAGE 3: (July 2020 and beyond)

  1. Council and District program events will occur subject to governmental or Council mandates.
  2. Units may, with the concurrence of their Chartering Organizations, continue in-person gatherings provided that the Governor’s mandates are followed.

General Council Mandates: 

  1. Attendance at these rescheduled activities will be capped in accordance with occupancy guidelines which shall be, for the foreseeable future limited to 75% of each Camp/Facility’s Emergency Structural Occupancy limit. Specific limits will be published on each activity registration page.
  2. All attendees will be required to meet medical screening requirements which will also be established and published. No exceptions will be granted.
  3. The Council Program Committee will publish detailed policies and procedures that will be required to implement this general guidance.

The Council committee on program resumption met again virtually on Friday (May 8, 2020).  Upon review of existing federal, state, local, and Boy Scouts of America guidance the committee decided that the Roadmap to Program Resumption published on May 4, 2020, remains the most viable approach towards ensuring that program resumption is done in a SAFE, SMART, STEP-BY-STEP manner protecting our Scouts, Scouting families, Scout Leaders, and Scouting volunteer and professional staffs. The committee also determined that the roadmap continues to adhere to the requirements outlined by the Governor’s Plan for Florida’s Recovery. For the sake of clarity, the provisions of the original road map follow with changes approved on Friday contained in bold, italicized text:

STAGE 1: (The entire month of May 2020)

  1. Camps will remain closed following governmental guidelines.
  2. No District or Council in-person program activities will be held.
  3. Virtual Scouting WILL remain the norm. Units may, with the concurrence of their Chartering Organizations, begin in-person gatherings provided that the Governor’s Phase 1 mandates are followed. These straightforward and stringent policies can be found at www.flgov.com, and units/Chartering Organizations are to rigidly adhere to them when conducting any Scouting activity.

STAGE 2: (The entire month of June 2020)

  1. All Council and District program events will be rescheduled to July 2020. The Council Calendar will be updated on May 15th to reflect these changes and a final GO/NO GO decision will be announced on June 15, 2020.  Attendance at these rescheduled activities will be capped in accordance with occupancy guidelines that will be established and published on the activity registration page. Additionally, attendees will be required to meet medical screening requirements which will also be established and published. No exceptions will be granted.
  2. The following are contingent on the Florida Government moving to Phase II and/or Phase III of the Governor’s Plan for Florida’s Recovery.

(1) Camps will reopen for unit activities and/or camping.  All activities/camping will be subject to governmental mandates and Council policies that will be developed prior to June.

Council leadership has appointed a committee to determine when and how the Council will resume program operations. This committee meets weekly and is charged with ensuring that any program resumption is done in a SAFE, SMART, STEP-BY-STEP manner protecting our Scouts, Scouting families, Scout leaders, and Scouting volunteer and professional staffs.  Any resumption will also adhere to the requirements outlined by the Governor’s Plan for Florida’s Recovery.  Within these guidelines the committee has established the following Roadmap to Program Resumption:

Coronavirus Update #6 – April 7, 2020

Dear Scouting Family of the Greater Tampa Bay Area Council,

I hope you are all staying healthy and happy. The health, safety and welfare of all our Scouting participants is the top priority for the Greater Tampa Bay Area Council. As a result of Governor DeSantis announcing an official stay at home order through April 30, 2020 the following is now be in effect:

 

  • The Lewis Hill III Scout Center and all Scout Shop locations closed on Friday, April 3, 2020 and will remain so until further notice. The timeframe to reopen will be based on the guidance of local, state and national mandates. Please monitor our communications for any updates.
  • Field-based staff (District Executives) will be working remotely during this time and are available by phone and email.
  • Administration and Office Staff began working remotely on Monday, April 6, 2020 and are available by email.
  • The Scout Shop will be closed until further notice. Items can be ordered online atwww.scoutstuff.org
  • All pending Eagle applicants should consult the updated Advancement information for COVID-19 from National BSA. Applications that are mailed or faxed into the office will experience a delay in processing during the closure. Applications and questions should be emailed to Christine Chansley at Christine.chansley@scouting.org.
  • All council camping facilities will remain closed through May 11th. These closures will include all activities, trainings, and reservations.
  • No decisions on summer programming have been made at this time. This includes Cub Scout Day Camps.

Coronavirus Update #5 – March 30, 2020

 

All Greater Tampa Bay Area Council camps are closed to Scouting Activities until at least April 30, 2020 or otherwise announced. 

  • All current reservations will be cancelled and the funds put into a unit credit for future bookings.
  • To reschedule your reservation please call Christine Chansley at 813-872-2691 Ext. 101 or email Christine.Chansley@scouting.org
  • Due to the Hillsborough Safer-at-Home Directives Christine is only in the office on Wednesday and Thursday.

 

District and Council Activities are now suspended until at least April 30.

  • All current registrations will automatically be transferred to the next event.
  • Rescheduled dates and information will be provided by respective event and activity leaders.

 

Council Refund Policy for Cancelled Events-Activities

Any participant currently signed up for any district or council event between March 16 – May 31 may request a refund if the request is received in writing prior to the event only. Here is the latest information from BSA National regarding the Coronavirus and its impact on Advancement.

What is the Coronavirus?

The Coronavirus (COVID-19) is one of a family of viruses that can cause symptoms like the common cold and/or flu virus. Although the immediate health risk is low according to the Centers for Disease control (CDC), we are taking precautions.  We will continue to monitor the latest updates on COVID-19 with our local and state health departments, and the Centers for Disease Control (CDC).  The Council will announce any cancellation of district and council camp events in March and April after consideration of current local school system cancellation decisions.

What do symptoms of Coronavirus look like?

The Coronavirus (COVID-19) can cause mild to severe respiratory symptoms such as cough, runny nose, sore throat, congestion, fatigue, shortness of breath and fever.

What precautionary measures is the Greater Tampa Bay Area Council taking at council and district events?

  1. Adult Volunteer/Parent Choice – Any participant currently signed up for any district or council event between March 13 –  April 30 may request a refund if the request is received in writing prior to the event only. Send email to Christine.Chansley@scouting.org.
  2. * GTBAC has enacted a mandatory  long-term camp BSA Pre-Event Medical Screening Checklist verification for all youth and adult activities at all council camps and activities regardless of durationThe intent of this checklist is to review with each participant their current health status both before departure to and upon arrival at the event.  Please review accordingly.  This checklist is always a good unit risk management practice to follow.
  3. Any participant exhibiting symptoms at an event may be asked to leave by the medical officer or event director.
  4. Several mobile wash stations are being placed in key traffic locations around council camps.
  5. Increased sanitation efforts in common areas, buildings and dining facilities.

What precautionary measures are suggested for local Scout units?  

  1. Based on meeting patterns, location, and meeting space consideration each charter partner should locally determine any potential change in regular meetings.
  2. The GTBAC Council suggests units use the above BSA Pre-Event Medical Screening Checklist for youth-parent activities and prior to departing for unit overnight campouts.

What can Parents do to protect their Family?

Parents should take the same precautions they would for any common cold or flu.

  • Family members need to wash their hands frequently and thoroughly with soap and water for at least 20 seconds. *(Alcohol-based hand sanitizers with at least 60% alcohol content can work in a pinch, but they’re generally not as effective as soap and water).
  • Hands should be washed before eating, after using the bathroom, and when you come inside from outdoor activities that caused hands to get dirty.
  • Teach children not to touch their mouths, eyes or noses unless they just washed their hands.
  • Cough and/or sneeze into your elbows and not your hands.
  • Distance yourself from anyone coughing or sneezing.
  • Encourage Healthy Habits, like eating a healthy diet, exercising, and getting enough sleep.
  • Get the Flu vaccine to help prevent the flu, which is more common and can be dangerous.
  • Do not send your child to school or Scouts when they are sick.
  • If you have any symptoms of the virus, seek medical attention immediately and follow the advice of your medical professional.

BSA Pre-Event Medical Screening Checklist

Has the participant traveled internationally or to a known domestic Coronavirus hotspot or been in contact with someone diagnosed with Coronavirus within the last 2 weeks?

If the participant can answer yes—he or she should stay home.

Has the participant had any of the following symptoms in the last 24 hours?

  • Fever (100.4 F or greater)
  • Vomiting
  • Diarrhea

If the participant has fever, vomiting, OR diarrhea—he or she should stay home.

Has the participant had any of the following symptoms in the last 24 hours?

  • Unexplained extreme fatigue or muscle aches
  • Rash
  • Cough
  • Sore throat
  • Open sore

If the participant has any two (or more) of these symptoms—he or she should stay home.
If the participant has one of these symptoms, discuss any limitations and restrictions with the event director and consider having him or her stay home.

Participants who become ill should not return to the activity until they are cleared by a health-care provider.

 Any participant exhibiting symptoms at an event may be asked to leave by the medical officer or event director.
